One of the defining features of a FatCrat is a lack of accountability. One of the great frustrations of being an honest public servant is serving under, or alongside, or in supervision of, colleagues who don't fear recrimination for misconduct.
A lack of accountability is an unfortunate side effect of government bureaucracies. Political appointees, career civil servants, and private contractors all find themselves holding positions of public trust, with little or no checks on their power, or efficiency.
Why else would government employees sit at their desks openly playing solitaire on their computers?
Often, "accountability" exists in theory, but in fact its enforcement is so onerous that the FatCrat goes about his daily work with little fear of facing discipline. There is a vast difference in the degree of accountability in private vs. public sector employees.
Human nature being what it is, this lack of accountability lies at the root of much of the fraud, waste, and abuse one finds in the government workplace. The majority of public sector employees labor honestly at their callings, but far too many succumb to the temptation presented by little or no accountability.
Example: In one former workplace, an employee in a receptionist capacity was known to openly view pornography on his office computer. Ultimately, this led to his termination, but only after such behavior persisted for a long time to an extreme degree. Clearly, this employee didn't fear being held accountability for inappropriate behavior.
